If you rely on Apple Health for prescriptions or appointments, a letter about new rules can raise immediate questions. The most useful first step is to check which Apple Health program you have and when it renews.

Washington plans to begin new federal work requirements for **Apple Health for Adults on Jan. 1, 2027**, with more frequent renewals also beginning in 2027\. [HCA's overview explains the changes.](https://www.hca.wa.gov/free-or-low-cost-health-care/changes-apple-health-medicaid?ref=justabouts.com)

For someone already covered, the [federal rule, section 435.559(c),](https://www.govinfo.gov/content/pkg/FR-2026-06-03/html/2026-11094.htm?ref=justabouts.com) ties the first work-rule check to the first renewal process the state **starts on or after Jan. 1, 2027**. That is different from the renewal's due date: a renewal due early in 2027 may have begun in 2026\. Check HCA's notices for your own timing.

## Check which coverage you have

Apple Health is an umbrella name for several programs. The new work requirements concern Apple Health for Adults, generally covering eligible Washington residents ages 19 to 64 without Medicare. They do not apply to every adult with an Apple Health card. Children's coverage, pregnancy coverage and long-term care programs have different rules.

For most people in the affected adult program, the coverage period will shorten from 12 months to six at their first renewal in 2027\. HCA says it will still try to renew coverage automatically before asking the client to act. Clients who meet the qualifying federal American Indian or Alaska Native definitions are excluded from both the work requirement and the shortened renewal period. [HCA's work and renewal fact sheet](https://www.hca.wa.gov/assets/free-or-low-cost/hr1-work-requirements-and-renewals-fact-sheet.pdf?ref=justabouts.com) explains these distinctions.

## There is more than one way to meet the requirement

Qualifying routes include 80 hours of work, community service or a qualifying work program in a month; at least half-time enrollment in an education program; or an eligible combination totaling 80 hours. Your school determines half-time status.

HCA also lists a route based on at least **$580 in monthly household modified adjusted gross income**, the income measure used for this program. That is separate from the program's upper income limit. Qualifying seasonal workers may meet the rule through average income over the preceding six months. Ask HCA how your household's income is counted if earnings vary or you are self-employed.

Washington's current guidance says an activity or exemption generally must be met in the month before applying. At renewal, it can be met in any one month during the certification period. Some exclusions can also apply in the application month. The [detailed HCA guide](https://www.hca.wa.gov/free-or-low-cost-health-care/i-need-medical-dental-or-vision-care/apple-health-medicaid-work-requirements?ref=justabouts.com) includes examples and the full list.

## Check for an exemption before assuming you must work

Federal law provides exclusions for people in several circumstances, including pregnancy or postpartum coverage; qualifying American Indian and Alaska Native status; certain former foster youth; and a veteran's total disability rating.

Parents, guardians, caretaker relatives and family caregivers may qualify through care for a dependent child under 14 or a person with a disability. HCA says the child-related exclusion continues through the month the child turns 14\. Medical frailty, certain treatment programs, incarceration and recent release can also matter. Some people meeting specified SNAP or TANF work rules are excluded, but simply receiving food assistance does not establish that every person is exempt. [The federal law lists the categories.](https://www.govinfo.gov/content/pkg/PLAW-119publ21/pdf/PLAW-119publ21.pdf?ref=justabouts.com#page=242)

HCA also identifies temporary hardship provisions, including qualifying inpatient care or travel outside the community for serious medical care. Some require a request. Explain your circumstances and ask which provision applies.

For medical frailty, HCA currently says it will accept a person's own statement through 2027 without additional proof. An [Oct. 29 court order](https://litigationtracker.law.georgetown.edu/wp-content/uploads/2026/10/Commonwealth-of-Massachusetts%5F2026.10.29%5FORDER-ON-MOTION-FOR-SUMMARY-JUDGMENT.pdf?ref=justabouts.com) removed an added federal hurdle tied to a person's ability to comply with the requirement. It left the Jan. 1 implementation timetable in place. [Our separate court-ruling article](https://justabouts.com/medicaid-work-rules-medical-frailty-court-ruling-2026/) explains that decision. Ask HCA to review the applicable exemption if illness or disability affects your situation.

*Court status checked Nov. 5:* The [public RECAP docket](https://www.courtlistener.com/docket/73546826/commonwealth-of-massachusetts-v-oz/?page=2&ref=justabouts.com) we reviewed ended with the Oct. 29 judgment and listed no later notice of appeal or stay order. Public docket copies can lag the court's records.

## Make the next letter easier to handle

Update your mailing address, phone number and email in [Washington Healthplanfinder](https://www.wahealthplanfinder.org/?ref=justabouts.com). Check account messages, note your renewal date and save copies of anything you submit. Useful records can include pay information, school enrollment or an activity log. Which records HCA actually needs depends on your case.

The state must use reliable information already available where possible. If it cannot verify the new work requirement, federal law requires a notice and 30 calendar days from receipt to show compliance or that the requirement does not apply. For someone already enrolled, failure to verify work-rule compliance does not itself permit ending coverage during that 30-day response period. Before a denial or closure, the state must check other eligibility and provide written notice and a hearing opportunity. [See section 71119, paragraphs (5) and (6).](https://www.govinfo.gov/content/pkg/PLAW-119publ21/pdf/PLAW-119publ21.pdf?ref=justabouts.com#page=239)

The [federal rule, section 435.558(c)(4),](https://www.govinfo.gov/content/pkg/FR-2026-06-03/html/2026-11094.htm?ref=justabouts.com) generally treats that noncompliance notice as received five days after its date, unless you show it did not reach you within that period. Use the notice's deadline and contact HCA promptly about delayed mail.

Other paperwork can have a shorter deadline. For current post-eligibility income-verification requests, HCA says you have 15 days from the date it mailed the letter and may request more time. Read the particular notice, respond by its deadline and contact HCA promptly if a document is difficult to obtain. You can upload requested documents through your account's document center. ## Where to get free help

- **HCA, 1-800-562-3022:** Apple Health eligibility questions, verification requests, reconsideration and hearing requests.
- **Washington Healthplanfinder, 1-855-923-4633:** applications, renewals and account help.
- **Local enrollment help:** use the [navigator search](https://www.wahealthplanfinder.org/us/en/tools-and-resources/connect-with-us/virtual-help-details.html?ref=justabouts.com) to find assistance near your town. Navigators' help is free, with language and disability access available.

If a decision seems wrong, follow the notice's hearing instructions promptly, even while asking HCA to correct it. Ask specifically about continued coverage and its earlier request deadline. Continued coverage has limits. Under [Washington's rule](https://app.leg.wa.gov/wac/default.aspx?cite=182-504-0130&ref=justabouts.com), it generally is not available when the action is due solely to a change in law or rule, unless the dispute concerns whether you belong to the affected group. HCA also warns that some costs may be recoverable if its decision is upheld. [Read the continued-coverage rules.](https://www.hca.wa.gov/free-or-low-cost-health-care/i-help-others-apply-and-access-apple-health/continued-coverage-pending-appeal?ref=justabouts.com)

Changes affecting some noncitizens began separately in October. Our [noncitizen coverage guide](https://justabouts.com/apple-health-noncitizen-coverage-changes-options/) covers those questions. For either issue, checking the specific program and notice with a trained helper can make the next step clearer.
