A Washington initiative that would restrict transgender girls' participation in girls' school sports was leading in Friday evening's count, both statewide and in Snohomish and Island counties.

Initiative Measure IL26-638, often shortened to I-638, had 1,596,872 yes votes, or 56.49%, and 1,229,737 no votes, or 43.51%, in the [Secretary of State's official returns](https://app.enhancedvoting.com/results/public/washington/elections/20261103/ballot-items/01000000-c099-693d-23aa-08df1b202331?ref=justabouts.com).

## What the local count shows

- **Snohomish County:** 180,087 yes votes, or 56.93%, and 136,264 no votes, or 43.07%.
- **Island County:** 24,931 yes votes, or 58.57%, and 17,638 no votes, or 41.43%.

Island County's figures cover the whole county, including Camano and Whidbey islands. These totals remain unofficial as counting continues.

## What the measure would change

Under [Section 3 of the initiative](https://www.sos.wa.gov/sites/default/files/2026-03/INITIATIVE%20IL26-638%20fulltext.pdf?ref=justabouts.com), school districts and nonprofit organizations regulating interschool athletics would have to bar students the measure calls “biologically male” from competing with or against female students in individual or team competitions reserved for female students.

The [Attorney General's official explanation](https://www.sos.wa.gov/sites/default/files/2026-07/IL26-638%20Explanatory%20Statement.pdf?ref=justabouts.com) says that would generally prevent transgender girls from participating on girls' teams. The change would cover public K-12 schools and private schools that participate in the Washington Interscholastic Activities Association or similar organizations.

## The form requirement for student athletes

Students seeking to enter female-only interschool competitions would have to submit a form or statement signed by their personal health care provider verifying their “biological sex.” The measure places that requirement within the routine sports physical process.

The text says verification must rely on one or more of three things: reproductive anatomy, genetic makeup or “normal endogenously produced testosterone levels,” as the measure phrases it. The form requirement would apply to students seeking those girls' sports opportunities, including students who are not transgender.

## What families should watch next

The vote count remains unofficial. The [state results page](https://app.enhancedvoting.com/results/public/washington/elections/20261103/ballot-items/01000000-c099-693d-23aa-08df1b202331?ref=justabouts.com) will carry updated totals as counties report more ballots.

For families preparing for a sports season, the school's athletic office is a useful starting point for questions about eligibility, physical examinations and required forms. Check for written school or district instructions before arranging additional examinations or submitting new paperwork.
