Washington has approved nine insurers to sell small-group health plans for 2027, with an average approved rate increase of 16.7%, according to an October 29 announcement from the Office of the Insurance Commissioner.

Insurers had requested an average increase of 16.5%. The agency said most of the proposed increase came from rising health care costs, and that its approvals followed an actuarial review of each company's financial projections. All nine insurers also sold small-group plans for 2026.

For business owners in Snohomish and Island counties, the announcement is a reason to take a close look at renewal quotes. The 16.7% figure is a statewide average of approved rate changes. To see the cost for your business, request a quote for your particular plan and workforce.

## Which insurers are listed locally?

The OIC's [current county directory](https://www.insurance.wa.gov/insurance-resources/health-insurance/health-insurance-coverage/small-business-health-plan-options?ref=justabouts.com) lists the following insurers as serving both Snohomish and Island counties:

- Kaiser Foundation Health Plan of Washington
- Kaiser Foundation Health Plan of Washington Options
- Premera Blue Cross
- Regence BlueShield
- UnitedHealthcare Insurance Company

The directory, checked October 30, does not identify a coverage year. Confirm 2027 availability, benefits and rates directly with the company or a licensed insurance agent or broker.

## What to ask when comparing plans

Start by confirming whether your business qualifies for the [small-group market](https://app.leg.wa.gov/RCW/default.aspx?cite=48.43.005&ref=justabouts.com), which generally covers eligible employers with one to 50 employees. The OIC says small businesses can buy coverage directly from an insurer or through an agent or broker.

Useful questions to bring to that conversation include:

- What is the monthly premium, and how much would the employer and employees each pay?
- What are the deductibles, copays and out-of-pocket limits?
- Are employees' preferred doctors, hospitals and prescriptions covered?
- What participation requirements and enrollment or renewal dates apply to this business?
