Snohomish County is seeking proposals for programs that help first-time homebuyers, along with public facilities and infrastructure projects, with an estimated $2 million in federal funding expected for 2027.
Applications are due 4 p.m. Friday, Dec. 4, 2026. The Community Development Block Grant money must primarily benefit people or neighborhoods with low and moderate incomes, according to the county’s Nov. 4 announcement. The program year begins July 1, 2027.
Which application to use
The county’s funding page has two application tracks:
- Public facilities and infrastructure: The application page lists cities and towns, county departments, municipal corporations, housing authorities and private nonprofit organizations as prospective applicants.
- First-time homebuyer purchase assistance: Organizations apply to run programs that help eligible buyers. The 2027 instructions list nonprofits, housing authorities, local governments, other public agencies and for-profit entities as eligible applicants.
For the homebuyer track, the instructions say projects typically must be in Snohomish County outside Everett, Marysville and Bothell. Applicants should review the location and program requirements for their particular proposal.

A virtual application workshop runs 10 a.m. to noon Thursday, Nov. 12, beginning with first-time homebuyer purchase assistance and then covering public facilities and infrastructure. The county encourages interested applicants to attend.
The housing application page has the Zoom link, meeting ID and passcode. Program staff can also answer eligibility and application questions at OHCD.Funding@snoco.org.
Send the complete electronic application and supporting materials to that address by the Dec. 4 deadline. The county says only complete applications received by the deadline will be considered.
