Marysville offers a 40% reduction on qualifying city utility charges for older adults and people with disabilities who meet its income rules. Homeowners and renters can apply, including people who pay for city utilities through a landlord.

The starting point is 360-363-8001, the city's Utility Billing office. Have your bill handy and ask about the low-income senior or disability discount.

Who can qualify?

Under Marysville's utility-relief code, applicants must occupy the home as their principal residence and be the head of household. The senior category starts at age 62. The disability category covers people who qualify for state disability-parking privileges, people who are blind under state law, or people qualifying under another state or federal disability program.

Both categories have an income limit. The city asks that the utility account stay current and limits a claim to one home at a time.

Check the income year carefully

The code ties eligibility to HUD's most recent Seattle/Bellevue very low income limits. HUD includes Snohomish County in that area. Its 2026 limits, effective May 1, are:

Household sizeAnnual HUD income limit
1 person$57,550
2 people$65,800
3 people$74,000
4 people$82,200
5 people$88,800
6 people$95,400
7 people$101,950
8 people$108,550

The city's 2026 application still prints a table labeled 2025, beginning at $55,000 for one person. Ask Utility Billing to confirm the current limit and household size it will use, especially if your income falls between the two tables.

Income for this program follows a state-law definition referenced in the city code. Ask how your household's pensions, Social Security, other income and any exclusions are counted before deciding whether to apply.

Which charges are reduced?

For customers billed directly by Marysville, the code lists water, sewer and a standard level of garbage service: a 20- or 36-gallon cart, with mandatory recycling. Extra garbage service falls outside that allowance. The city's application excludes optional yard waste.

Water coverage needs clarification. The application describes minimum water service only, including for directly billed customers. The code expressly limits water use beyond the minimum for indirectly billed customers. Ask staff to identify which water charges it will reduce on your account.

A separate surface-water provision also allows relief for qualifying low-income seniors and people with disabilities. Ask whether that reduction will appear on your bill.

For a simple illustration, a $100 eligible charge would fall to $60. Your total savings depend on the charges approved for relief.

If you pay through a landlord

Indirectly billed customers can seek a 40% rebate for sewer and minimum water service, paid once for the annual claim. This includes payments through a landlord, maintenance association or another intermediary.

The code sets the filing window at Jan. 2 through Feb. 28 of the following year. For 2026 charges, that means Jan. 2 through Feb. 28, 2027. Ask Utility Billing which records it needs to establish your share of those charges.

How to apply

Download the city's 2026 application and information sheet. It asks for your account details, information about household members age 18 and older, a signature, government-issued age identification and disability verification when applying under age 62.

For income, the form lists a 2025 federal tax return with filing confirmation or two consecutive recent monthly bank statements plus proof of income received outside those accounts. The program webpage instead lists tax documentation and bank statements. Confirm the checklist for your application before copying financial records. The form says applicants should supply copies because the city cannot make them.

Contact utilitybilling@marysvillewa.gov or visit 501 Delta Ave., Marysville, Monday through Friday, 8 a.m. to 4:30 p.m. Ask staff how to deliver financial documents securely, and keep a copy of your completed application.

Directly billed customers can apply throughout the year; relief begins after review, approval and processing. The city's webpage gives June 1 as the annual renewal date for continuing relief.

Ask about the separate tax rebate

Marysville also offers eligible residents a rebate of city utility taxes under a separate program covering telephone, gas and electricity. It has its own qualification rules. For 2026 taxes, the application lists Jan. 2 through Feb. 28, 2027, as the claim period.

If you cannot establish the exact taxes paid, ask about the code's estimation provision for people without individual bills or with good cause for lacking exact proof.

Checked Oct. 27, 2026, against the city's application, program page and municipal code, and HUD's 2026 publications. The differences in the city's published instructions are identified above for applicants to confirm with Utility Billing.
