Project Cascade: what’s proposed at the Arlington–Marysville border

A 2.26-million-square-foot distribution facility is proposed at the Arlington–Marysville border. What the plans say about traffic, parking, utilities and public input.

A proposal for a 2.26-million-square-foot fulfillment and distribution facility would bring a large warehouse operation to the Arlington–Marysville border, with new road connections, truck facilities and more than 1,000 anticipated jobs.

The site is at 6600 172nd Street NE, southwest of the intersection with 67th Avenue NE. Arlington and Marysville are jointly reviewing the proposal, called Project Cascade, under file PLN#1463, according to the city’s October 15 application notice.

What the plans include

Panattoni Development Company’s September 10 project narrative describes a 56-foot-tall industrial building and auxiliary structures on about 156 acres. The total proposed floor area is 2,265,011 square feet; the building footprint is 1,229,740 square feet. Those figures measure different things: total floor space and the area the building covers on the ground.

The narrative describes fulfillment operations with a minor printing operation and projects more than 1,000 new jobs. That is the applicant’s estimate. The current application notice, narrative and parking assessment do not identify the future operator by name.

Traffic and road connections

A September 2 traffic memo by consultant TENW forecasts 3,398 weekday vehicle movements: 1,700 entering and 1,698 leaving. An arrival and a departure count separately, so the total does not mean 3,398 individual vehicles.

The memo estimates 350 movements during the morning peak hour and 468 during the afternoon peak hour. These are forecasts based on preliminary information from a potential operator, including staffing and shifts, rather than traffic measured at an operating facility.

The city’s notice lists road construction and upgrades on 59th Avenue NE and 160th Street NE, plus frontage improvements along SR 531/172nd Street NE.

A requested parking reduction

The applicant proposes 750 passenger-vehicle spaces, 498 trailer spaces and 58 loading docks. Its September 4 parking assessment asks the city to approve a modification to the standard parking calculation.

The consultant calculates a standard requirement of 1,949 passenger spaces, compared with the proposed 750. Using the potential operator’s staffing and traffic information, the assessment forecasts peak demand of 624 passenger spaces and 201 truck or trailer spaces. It concludes the proposed supply would be sufficient. That is the consultant’s assessment supporting the request, rather than a final city approval.

Utilities and the two-city review

The interlocal agreement included in Arlington’s June 15 council packet assigns Arlington the lead role in permit review, with Marysville participating. It calls for the applicant to report projected water, sewer and electrical demand with the formal land-use application and any significant changes to that demand.

The project narrative proposes stormwater drainage improvements, a sanitary sewer connection, domestic and fire-water service, landscaping and improved stream buffering.

The June council packet cited 2028 as a target opening year. That earlier planning target should not be read as a confirmed opening date.

How residents can follow the proposal

The initial application comment period ended October 29. The city’s notice says a public hearing is required after review, and comments addressing conformance with applicable plans or codes can continue until that hearing closes.

Residents can write to planning@arlingtonwa.gov, referencing Project Cascade, PLN#1463. The notice explains that people who submit written comments or testimony can become parties of record and receive hearing notices and the decision.

No hearing date or final decision was listed under PLN#1463 on Arlington’s public-notices page when checked November 4. That page carries the application, studies and future notices.

City records and public-notice listings checked Nov. 4, 2026.
